§ 14-27. Declaration of findings and policy.

  • (a)

    Excessive sound constitutes a menace to the public health and welfare and the quality of life.

    (b)

    A substantial body of science and technology exists by which excessive sound may be substantially abated.

    (c)

    The Florida Constitution establishes the right of the people to an environment free from excessive and unnecessary sound.

    (d)

    Excessive and unnecessary sound that may jeopardize human health or welfare or may substantially degrade the quality of life is well within the purview of this governing body's police powers.

    (e)

    It is the policy of the City to prevent, prohibit and provide for the abatement of excessive and unnecessary noise which may injure the health or welfare of its citizens or degrade the quality of life.
